Each Eight existing PANs have received the maximum annual financial support of US$ 7,300, with the other three new PANs receiving only US$ 5,800/year. The reason that the existing PANs have received more financial support is because they are already established within a community who they work alongside. The new PANs are not yet established within the community. The financial supports by STAR Kampuchea is covered the office supplies, administrative cost, PANs monthly meeting, community meetings, emergency advocacy actions, salary for PANs secretary and incentive plus insurance for committee members.
Each COs has received only US$ 3,200/year for office supplies, supporting two project staff, community meetings, advocacy emergency actions, and community monitoring. The reason that the PANs receive more financial support then the COs is because the PANs have added administrative costs which need to be covered. The COs already has their administrative costs covered by their own organization founder.
Star Kampuchea has provided US$100 to encourage and reward those partner organizations who are more active
PANs and COs are working as facilitate and coordinate the communities in solving related issue, provide advice and present the communities to contact with relevant key persons for solving their problem. They also organize round table discussion, public forum, assist community in writing and submitting the complain letter to authorities and relevant agencies like court…Etc.
The results of coordinating and facilitating of PANs and COs; communities can protect their benefit while they face the problem e.g In Teng Mao Communities people can use the land for farming event they was in the conflict of land. It is mean that the authorities not confiscate the land immediately at that time of conflict; they still give people the opportunity for farming and waiting for harvest time, and then resolve this issue.
