The ACP aims to build the organizational capacity of local NGOs and their provincial networks in order to increase their ability to advocate successfully for the benefit of poor and disadvantaged groups in the provinces. To support and strengthen the isolated advocacy efforts, closer cooperation between the various stakeholders on local and provincial level will be promoted by ACP.
Result 1: Management and planning capacities (in relation to issues including participatory management, PM&E, finances and fundraising) of PANs and COs improved to run their organizations effectively and more financially independent from STAR Kampuchea
Result 2: Advocacy related knowledge and skills (in relation to issues including, advocacy and participatory approaches, pertinent laws and regulations) of COs / PANs and Commune Councils are improved to provide professional advocacy support and successfully address natural resource conflicts of communities
Result 3: PAN members commitment and working relationship with COs, local government staff and communities are strengthened for effective provincial natural resource advocacy efforts

Echo Training of PANs, and COs
ACP staff have monitored and provided financial and technical support to 22 Echoed Training sessions on Domestic Violence. .
Training Course on Organizational Development and Management
Two training courses on Organizational Development and Management will be organized in July and September 2009 for COs and PANs in order to improve their professional, organizational and management skills.
Local Study Tour for STAR Kampuchea’s Partners
In response to the COs, PANs and communities' needs in 2008, ACP has organized a two-day local study tour in 2009 to exchange knowledge and experience on effective advocacy strategies with regards to community sustainability and natural resources.
Financial and Technical Support
The ACP is continuing financial and technical support to 11 PANs; including three PANs which have are newly selected (BMC, PV, and ST) and 10 COs.
Coaching and follows-ups with regard to organizational development and management
Regarded to the above survey result found some weakness point of COs and PANs during the first quarter, ACP team has provided one technical support session through the coaching visit where they mentored 11 individual PANs and 10 individual COs.
STAR Kampuchea and its partners support communities to get officially registered and to successfully manage their land, fishery and forestry communitie
STAR Kampuchea, COs and PANs have provided guidance training and advice to the land, fishery and forestry communities on how to officially register their communities with the local authorities, Commune Councils and relevant government departments.
Legal advice to NGOs and communities who face natural resource conflict
STAR Kampuchea responds to the demand of the cooperating organizations and their target groups in the provinces.
Representing the communities in the court who face natural resource conflicts
The Star Kampuchea' lawyer has represented two cases of this kind in court. The following are the case conflicts and the results of the courts decisions:
Legal and paralegal training for concerned community members
The Star Kampuchea lawyer provided one training course on Criminal Action and Civil Action on 21st and 22nd January 2009 to the Ponsaycherng community in Svaychek commune, Svaychek district, Bantey Meanchey Province.
Provincial Network Meetings on Social Accountability
The provincial networks have been conducting their monthly meetings, with the results sent to Star Kampuchea.
Organize and conduct the National Networking Event
With support from the World Bank, STAR Kamuchea set up an NGOs organizing committee and cooperated with DFGG to organize a National Event from 25th to 26th June 2009 at the Imperial Hotel.
Established Virtual Provincial Resource Centers (VPRC)
Supported by the World Bank, Star Kampuchea has contacted and transferred money to 15 Provincial Network Coordinators to establish the Virtual Provincial Resource Centers (VPRC).
Library Training
Beside establishing the VPRC`s, STAR Kampuchea has organized one library training session to 15 provincial networks librarians and secretaries between 6th – 7th April 2009.
Distribute PECSA documents and newsletter to 15 provincial networks:
STAR Kampuchea has distributed PECSA newsletters and other relevant documents to 15 provincial network coordinators when they attended the training/meeting.
