| Legal advice to NGOs and communities who face natural resource conflict |
STAR Kampuchea responds to the demand of the cooperating organizations and their target groups in the provinces.
Frequently, COs and PANs lack sufficient legal expertise and ask for advice to develop a coherent and well informed advocacy strategy to ensure the success and effectiveness of dispute resolution.
In Cambodia, currently effective interventions aim to solve a conflict without taking the case to the court. A decision out of court is more likely to be for the benefit of the people, often it is cheaper and solutions are realized more quickly.
In an early stage, STAR Kampuchea’s lawyer advices cooperating partners and affected communities on how to collect credible evidence and important documents, and assesses the legal situation. The lawyer draws attention to possible legal steps and statutory periods.
Furthermore, the lawyer provides advice to develop solutions that are in accordance with the Cambodian law and additionally conducts legal and paralegal information trainings.
STAR Kampuchea makes legal advice available on request. The cooperating organizations and their target groups are empowered to build up confidence in their own advocacy capacity.

Provided legal advice and assistance to the forestry community in Varin Commune, Varin district, Seim Reap Province to prepare the complaint appeal documents to the preliminary judgment court. The result being the forestry community has submitted their complaint documents to the preliminary judgment court and requested Star Kampuchea' lawyer continues to defend them.

Participated as a speaker in a radio talk show, “Civil Society Voice”. The talk show was about land conflict in the Teing Moa land community, Teing Mao commune, Chantrea district, Svay Reing Province. The talk show was broadcasted through 105 and 90.25 FM-MHZ radio programs.

Through Mr. Kun Borin, Director of CARDH, STAR Kampuchea’s lawyer has provided legal advice to the community representatives in order so they can collect all relevant documents that relate to the land conflict involving 45 of the 218 families in Kbal Spean village, Sangkat Poy Pet, Krong Poy Pet, Banteay Meanchey Province. The community representative requested legal advice from STAR Kampuchea and for the Star lawyer to represent them in this case. As this was requested, STAR Kampuchea agreed and offered Mr. Plalla to assist in the case.

Provided consultation to Mr. Soun Monorom, Director of Foundation Building Organization about land registration and on the institution that have the authorization to provide legal land certificates to the people. During this consultation, Mr. Soun Monorom learnt and understood the registration approach and the legal institution who provides land certificates.
