The AAP will organize at least 4 Provincial Dialogue Forums per year. The main focus will be on natural resource conflicts and issues of local governance. Through the facilitation ordinary citizens will be empowered to actively participate in conflict resolutions and voice their concern on issues relevant for commune development. National Assembly members will be invited to learn about the problems at the local level and to lobby solution to the concerned national bodies.
To ensure the success of the events STAR Kampuchea organizes preparatory meetings to clarify relevant issues to be addressed and to prepare helpful presentation or documentation material in advance. Follow-up meetings with representatives from government, CSOs and citizen groups are intended to ensure that proposed solutions are implemented or if necessary get developed.
The following are the objectives of the PDFs:
- To inform the people about their roles and freedoms.
- To enable people to have a chance in meeting with their parliamentary members and their local authorities, to discuss and find out the real problems that are happening in their base.
- To assist the parliamentary member with their responses and how to take the people’ suggestions to the National level, particularly with the concerned institution.
The Provincial Dialogue Forums are organized in
cooperation with the Cooperating Organizations of STAR
Kampuchea and the Provincial Advocacy Networks, which
follows up the activities after the Provincial Dialogue
Forums to ascertain whether the conflicts were resolved
and the livelihoods of the people improved. In 2009, two
public Forums in Ratanak Kiri and Stoeng Treng Provices have been
organized.
