If the people are aware of the legislative process, they can advocate their needs and interests to be considered in new laws. As STAR Kampuchea aims to strengthen cooperation between the civil society and the government, a sustainable benefit of the program should also be the official involvement of civil society in the legislative process. AAP will organize 4 Public Forums on Draft Laws per year to include citizens in the provinces in the law development process. During the Forums, participants have the opportunity to understand the content and implication of draft laws and recommendations concerning important draft laws will be collected and send to the government.

recommendations concerning possible improvements of the
draft law.
The objective of the Public Forums is to clarify the
impact of draft law on people’s lives and to encourage
them to formulate their own point of view and to lobby
for their interests. The most important articles are
clearly explained and discussed. Concerns and
recommendations concerning possible improvements will be
documented and submitted to the legislative body and
communicated to the public.
The Public Forums are organized in cooperation with the
STAR Kampuchea partners in several provinces
in Cambodia. For example in 2009, one-day Public
Forums to discuss the Draft Expropriation Law will be held in the Prah Vihea, Kampomg Cham, Battambong and Stoeng Treng provinces.
