According to the NGO Code of Ethics, STAR Kampuchea is committed to leadership based on transparency and accountability.
The Board of Directors is the highest legislative body of STAR Kampuchea. It is responsible for setting policies and supervising the Executive Director as well as the Executive Committee. The Executive Director is responsible for the staff and manages the organization’s everyday business. Decisions concerning the policies, annual planning and budget, and concerning the staff have to be submitted to the Executive Committee.
STAR Kampuchea holds regular staff meetings to update and discuss important organizational and program issues, and to develop adequate problem solutions.

STAR Kampuchea is a local Advocacy and Network organization currently representing 40 Cambodian NGOs that cooperate in provincial networks and one advocacy team, that participate in STAR Kampuchea’s programs.
STAR Kampuchea regularly conducts consultative meetings with representatives from cooperating organizations to collect their recommendations for consideration in important decision makings.
STAR Kampuchea has a Board of Directors composed of 7 members and a Senior Management Team (called Executive Committee)
Role of the Board and Role of the Senior Management Team
The Board of Directors (BoD) of STAR Kampuchea approves organizational legislation and ensures that the organization works towards its goals and objectives. The Board advices the Executive Committee of the organization and is involved in decisions, for example the staff salary scale and the appointment of the Executive Committee members. It hires, supervises and dismisses the Executive Director.
Board members are appointed on a two-year term with the possibility to extend one more term.
The Board regularly meets every four month and holds extraordinary meetings when necessary to conduct a meeting, a two-third quorum is necessary.
The Executive Committee prepares and drafts legislation for the BoD for approval and approves operational and financial plans. It participates in the process of hiring, coordinating and promoting staff and scaling the salaries.
