STAR Kampuchea (SK) is a Cambodian non-profit and non-partisan organization. It was established and officially recognized by the Ministry of Interior (MoI) on December 26, 1997. SK used to receive and is receiving funds from BfdW/EED, Forum Syd, ILC, UNICEF, Czech Embassy, DCA, Oxfam GB, Oxfam HK, Oxfam Novib, TAF, WB, RDE, NPA, ZFD, ANGOC, ANSA-EAP, British Embassy, CIVICUS, DPA, Netherland Embassy, Spider, PACT, ARC, EWM-I, SEACA, and CIDA.

Governance and Leadership

SK is governed by the Board of Directors (BoD). BoD is a legislative and supreme body of the organization. BoD is constituted by 5 members in minimum and 9 members in maximum.  BoD is led by a chair whose members are: vice-Chair, Treasurer and other members. After BoD there is the Executive Committee (Excom) whose role is to review and assess the effectiveness of employees’ performance, and employees’ responsibilities on projects in order to give comments, inputs, or advice for a better job.

The Excom is constituted by Executive Director (ED), Executive Deputy Director, Program Coordinator/Program Manager, Administrative and Finance Manager and Fundraising and Organizational Advisor (FODA).  ED is the Chair of the Excom.

ED manages the daily performance of the staff of the organization.  ED is accountable to the BoD, donors, staff, beneficiaries, and stakeholders. The ED is elected, managed, evaluated and dismissed by BoD.

All staff members working for SK are under the direct management of ED.  Staff recruitment is based on non-discrimination and adheres to By-Laws and Gender Policy of SK. All staff shall be responsible and accountable for their supervisors and strict to their respective job description.

Our Board of Directors

The members of the Board of Directors (BoD) of STAR Kampuchea are both males and females. Female members are entitled to be 50% of the total of the BoD members. BoD members are Khmer and foreigners.  BoD is led by a chair whose members are: vice-Chair, Treasurer and other members. Each BoD member is selected by 2/3 of the BoD members. Each BoD member is nominated for two- years’ term. When the mandate is expired, each member can continue for another term, but it requires approval from the 2/3 of BoD members.

Board of Directors has roles and responsibilities as follows:

  • Inspects and approves the Charter and policies of STAR Kampuchea submitted by the executive director after getting a consultation with the executive committee and staff
  • Inspects all project proposals of STAR Kampuchea   and   helps   mobilize resources from various sources
  • Inspects and approves STAR Kampuchea’s strategic plans
  • Inspects and monitors financial reports and the implementation of action plans when necessary, in which these roles and responsibilities are clarified in the Policy of Administration and Finance and other policies of the organization
  • Recruits, manages, and assesses work performance of and dismisses the Executive Director and
    • Signs contracts with donors in the name of STAR Kampuchea when required.

Our Executive Committee (Excom)

The Excom has the roles and responsibilities as follows:

  • Prepares charter, policies and other relevant procedures,
  • Inspects annual strategic plans and action plans of STAR Kampuchea,
  • Studies, prepares, monitors and proposes project proposals to mobilize resources from donors,
  • Identifies strategies to strengthen the organization and implements the programs to ensure efficiency and sustainability of STAR Kampuchea,
  • Prepares the processes and gets involved in recruitment of the executive director following the recruitment procedures as stated in the staff policy,
  • Prepares proposals, recruits, promotes positions, raises salary and dismisses staff,
  • Inspects and approves budgets as stated in the policies of administration and finance of STAR Kampuchea,
  • Promotes motivation, capacity development, health care and provides staff and their families benefits with dignity,
  • Coordinates and deals with complaints and conflicts, and
  • Promotes gender mainstreaming and women empowerment.
