ថ្ងៃពុធ ១២កើត ខែភទ្របទ ឆ្នាំមមី អដ្ឋស័ក ពុទ្ធសករាជ ២៥៧០ ត្រូវនឹងថ្ងៃទី២៣ ខែកញ្ញា ឆ្នាំ២០២៦ អង្គការស្តារកម្ពុជា (STAR Kampuchea) បានរៀបចំ កិច្ចសន្ទនាកម្មវិធីស្ដីពីការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ៖ ការបែងចែក និងការចំណាយថវិកាប្រកបដោយគណនេយ្យភាព និងតម្លាភាព ព្រមទាំងការប្រមូល និងការគ្រងពន្ធ ដោយមានការចូលរួមពីយុវជន អាជ្ញាធរមូលដ្ឋាន និងភាគីពាក់ព័ន្ធ ក្រោមអធិបតីភាពលោក ខឿន រដ្ឋា អភិបាលនៃគណៈអភិបាលរងក្រុងសៀមរាប លោក ញ៉ឹក សារិន នាយកប្រតិបត្តិអង្គការស្តារកម្ពុជា និងលោក ហុក ម៉េងហ៊ង់ តំណាងអង្គការអុកហ្វាម។
កិច្ចសន្ទនានេះមានគោលបំណងពិភាក្សាពីសារៈសំខាន់នៃការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈប្រកបដោយប្រសិទ្ធភាព តម្លាភាព និងគណនេយ្យភាព ព្រមទាំងពង្រឹងការយល់ដឹងអំពីការប្រមូល និងគ្រប់គ្រងពន្ធ ដើម្បីធានាចំណូលសាធារណៈប្រកបដោយចីរភាព និងផ្លាស់ប្តូរបទពិសោធន៍សម្រាប់កែលម្អអភិបាលកិច្ចហិរញ្ញវត្ថុសាធារណៈ។
ក្នុងកិច្ចសន្ទនា អ្នកចូលរួមបានពិភាក្សា និងផ្លាស់ប្តូរមតិយោបល់ពាក់ព័ន្ធនឹង៖
ការពង្រឹងការបែងចែក និងការចំណាយថវិកាឱ្យមានតម្លាភាព គណនេយ្យភាព និងប្រសិទ្ធភាព ព្រមទាំងការចូលរួមរបស់ប្រជាពលរដ្ឋ ការត្រួតពិនិត្យ និងការទប់ស្កាត់អំពើពុករលួយ។ ជាមួយគ្នានេះ ក៏បានពិភាក្សាអំពីការប្រមូល និងគ្រប់គ្រងពន្ធ ការលើកកម្ពស់ការអនុលោមតាមច្បាប់ពន្ធ ការប្រើប្រាស់បច្ចេកវិទ្យាឌីជីថល ការបង្កើនតម្លាភាពក្នុងការប្រើប្រាស់ចំណូលពន្ធ និងការពង្រឹងប្រសិទ្ធភាព ដើម្បីគាំទ្រដល់ការអភិវឌ្ឍប្រទេសប្រកបដោយចីរភាព។
តាមរយៈការពិភាក្សា វាគ្មិន និងអ្នកចូលរួមបានចែករំលែកសំណួរ មតិយោបល់ និងបទពិសោធន៍ ដើម្បីជំរុញឱ្យមានការចូលរួមរបស់ប្រជាពលរដ្ឋកាន់តែមានប្រសិទ្ធភាពក្នុងការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈនៅមូលដ្ឋាន។
កិច្ចសន្ទនានេះមានអ្នកចូលរួមសរុប ចំនួន៧៥នាក់ ស្ត្រី៤១នាក់។

” The dialogue brought together youth, local authorities, and relevant stakeholders and was presided over by Mr. Kheoun Ratha, Deputy Governor of Siem Reap City, Mr. Nhek Sarin, Executive Director of STAR Kampuchea, and Mr. Hok Menghoin, Representative of Oxfam.
The dialogue aimed to discuss the importance of effective, transparent, and accountable public financial management, strengthen participants’ understanding of tax collection and management to ensure sustainable public revenue, and facilitate the sharing of experiences to improve public financial governance.
During the dialogue, participants discussed and exchanged views on strengthening transparent, accountable, and efficient budget allocation and expenditure, as well as promoting citizen participation, oversight, and anti-corruption measures. They also discussed tax collection and management, promoting tax compliance, the use of digital technology, increasing transparency in the use of tax revenues, and improving efficiency to support sustainable national development.
Through the discussions, speakers and participants shared questions, opinions, and experiences to promote more effective citizen participation in public financial management at the local level.
The dialogue was attended by a total of 75 participants, including 41 women.
